A report based on six joint targeted area inspections carried out by inspectorates including Ofsted and the Care Quality Commission has concluded that action is needed to protect children most at risk, including those with SEN.

And it is not just a “city problem”, the inspectorates warn, but is affecting children across England with carrying a knife “the norm” for children in some areas.

The inspections focused on how local partnerships of children’s social care, health services, schools, the police, and youth justice services work together to respond to serious youth violence.

Inspectors tracked the experiences of hundreds of children across England and spoke to many families affected by serious youth violence. The six areas they visited were Leeds, Coventry, Somerset, Manchester, Merton, and Lancashire.
