
A clear SEND plan is fundamental to the assess, plan, do, review cycle that underlies the graduated approach to SEN – but what exactly the plan is and what it should contain is less clear.
The SEND Code of Practice (DfE, 2015) talks about the importance of assessments, teacher responsibility, and the role of high-quality teaching. It continues about the need to consider the views of children and parents. It adds that all those working with the child should be “clear about how they will help the pupil reach the expected outcomes” (paragraph 6.43) and the “support and intervention provided should be selected to meet the outcomes identified for the pupil, based on reliable evidence of effectiveness, and should be provided by staff with sufficient skills and knowledge” (paragraph 6.50).
